I assume that you know about the Chrome pop-up blocker, but here are the instructions, just in case it looks like you’re a victim of malware.
If you are seeing pop-ups not linked  to a specific site, they are almost certainly being caused by malware.

Uninstall unfamiliar or suspicious extensions (Tell me how).

Uninstall suspicious programs from your computer (Tell me how).

Reset your browser settings.
