My friends old YouTube Channel got terminated, it was eligible for AdSense but she never applied. Now she has a new YouTube account and Gmail account (that is similar to the old one) and she is once again eligible for AdSense. Could she still apply for AdSense? (I’m asking for her since she’s too ‘shy’).

If her channel was terminated, she should not have a new YouTube channel in the first place.
