Hello, I wanted to get to the keyword planner, but you are forced to create an ad first. I have a domain for a website that is inaccesible so I used that. I logged back on today to see that an ad has been running for weeks and has a small balance. I don’t understand how this ad even got approved none of the information is correct and the link doesn’t even open to a proper page. I did not run this campaign, I created it but I never wanted it to run as it was incomplete. I have since paused the campagina and I would like to have this money refunded. Thank you

Keyword Planner these days is only for active advertisers.
It is hard to accidentally run a campaign. You need to add keywords and ad copy (a bit different for Smart campaigns), but also a daily budget and enter billing details. It is hard to do those and think your ads won’t run.
However, if you contact Google Ads support and can demonstrate you got zero value from the ads (website down or non-existent), that is a circumstance that they could give you an ad credit (not refund). But you have to prove it… Internet Archive or Google Search cache might help.
