Yes, it is monetizable (assuming your channel is approved for monetization).Yes, of course you need to get permission (to publish AND monetize the video).Bear in mind there are two copyrights: one for the performance/recording and one for the composition, so you need permission for both.Also, you should ask the artist’s record label (or music distributor) and publisher to whitelist your channel so that you don’t get copyright claims from the record label/publisher. This is how YouTube knows you have permission. If you get copyright claims, the channel will likely not get (or lose) monetization privileges for the whole channel.
