Inaccurate Diagnostics Account Issue Caused Google’s Crawl Location 0 Recommended Answers 0 Replies

I am trying to setup a Google Shopping Ads campaign, targeting Continental USA shoppers.We do NOT ship outside the Continental USA unless we can first research taxes, tarrifs, etc.So, we have our website setup so that website visitors with an IP address located inside the Continental USA ARE able to perform a regular Add to Cart action and fully checkout.On the other-hand, when a shopper with an IP address based outside the Continental USA visits our site, they are presented with a Shipping Inquiry button.That being said, inside Google Merchant Center>Products>Diagnostics, we have Policy account issue that says “Account warned for policy violation: User cannot purchase”.I suspect this happens because Google’s crawlers are non in the Continental USA.Customer support has not been helpful or understanding of my explanation of the situation. What can I do to resolve this issue without making shopping available to people everywhere? That seems crazy that we would have to allow the whole world to purchase our products to be included in the Google Shopping feed. Very frustrated :(Please advise. Thanks in advance!

stable landing-pages with a fixed-price have been fundamentalrequirements of the merchant-center, for quite some time.
 
a website must show the same details, to all users, in all locations –regardless of where the user is located, ip-address,  browser, cookie,user-agent, device, or any other user-specific detail, whatsoever.
 
the requirements are with respect to google’s users — and google’s systemsmay check from random locations, to verify the requirements are being met.   all google’s uses, from anyplace in the world, must see identical contentdetails, when visited from a merchant-center-submitted link landing-page. in most cases, removing any such featurefrom the entire website is simply easier,to conform to the basic policies. just to clarify however, google’s stable landing-page requirements applyonly to link landing-pages that are submitted to the merchant-center –not with respect to any other traffic sources, accessing the website,such as organic-search, browser-bookmarks, text-ads, internal-links, etc. that being said, there are many other campaign-types andad-formats that may be used for advertising with google –that do not require the merchant-center.
