Due to the pandemic and various stay at home policies, any time frame mentioned on Official Help Pages should be ignored, as it can now take a week or more for a feature (such as Live Stream or Community Tab}  to be enabled by YouTube after the requirements are met**. 
 
Things will happen as they should but at a MUCH slower pace than before- and no, there is no way to speed things up – Just be patient. Thanks.
