Upload time will depend on the internet speed and device capabilty to send files to youtube server.
 
High Resolution and Lenght of video being uploaded are also factor to increase uploading time.
 
Having multiple devices connected on the same hotspot will also affect the uploading time.
 
With regards to not uploading video, it could be for having unstable or slow speed of internet connection.
