You can ask Google to delete it for you (and they may say yes or no), but Google likes you to try to recover the account first.
Remember, if you can recall the user ID (the email address) and the password you used, you can just log into the account.
Once you do that, you can transfer the blog to another account if you like.
Wouldn’t that be better than just wiping it out?

Note that option (3) only deletes the blog, not the account that created it or the photos that are in it. Also note that (3) can make (1) and (2) harder to achieve.
