I’ve never signed up for any of this google add stuff??? And I keep getting emails for google ads, so I downloaded google ads and it said I had an ad campaign with someone’s credit card or something? Also I looked at what ads where going on with my account and it was a whole different language

Somebody has hacked your Google account, and created Google Ads.
 
Go into the Billing section at ads.google.com and check if they have stolen your credit card details as well.
 
Change your password and add 2FA (two factor authentication) to your Google account.Hi
 
If you sure you did not created a Google Ads account (for example via Google My Business account), then it’s possible your account was hacked.

I recommend to read all the steps first, and being very careful as you could lock out from your account mistakenly.

Also check (ask professional service) your computer, tablet and mobile for malware and unwanted software.
 
Never provide your password in websites your reached via clicking a link in an email (or chat).Never use your password on multiple sites.
