Since the very beginning (20 years now) the thing Google dislikes the most is people opening multiple accounts so that they can show more than one of their ads in the same search results.
People would make very similar sites on different domains.
Although it is a heavy-handed response, Google suspends accounts that have the potential for that behaviour, which is basically having more than one account, regardless of what is being advertised.
Unfortunately Google doesn’t explicitly state this anywhere, and many people who simply didn’t know get permanent suspensions.
If you own completely different businesses, with different staff, billing, address, phone number, then multiple accounts are generally OK.
But if you get suspended it is forever and rare to get reversed, so that’s why all of us here recommend one account. If I have two different websites running their own google ads under different “owners”
So, you already understand that you should have just one account for both sites, otherwise you risk permanent suspension? That’s my advice, cancel one account, use the other.
Even if you did, you shouldn’t link to another site, there is a policy against that – Google might think you are an affiliate. Simply improve the content of the site you believe is inadequate, and only send appropriate traffic there
